Builds the fixed 16-byte-message input directly from RHDL word arrays.

Every word is little-endian. This adapter is wiring and constants only; unlike a software prehash, it preserves the complete defined message.

Inputs: the 8-word public-key hash, 4-word nonce, 4-word message, a tag and a valid bit. Output: a CompressionInput equal to CompressionInput::salted_16.
