Present ShiftRows-ordered state bytes to a round’s 32 dual-port ROMs.
Input: the 64-byte state entering the round. Output: 32 address pairs.
Table port = 16·lane + 4·column + row reads the byte ShiftRows would put
at that position, so ShiftRows costs nothing here either. Port p is
side a of ROM p / 2 when p is even and side b when odd. Pure wiring.
