BRAM36 tiles a kernel can actually use: the platform’s dynamic region.
Vivado’s DRC for build v4 reported 3,552 BRAM18 sites in
pblock_dynamic_region (the rest belong to the static shell), i.e. 1,776
BRAM36. Every fit check uses this, not DEVICE_BRAM36: build v4 was
sized against the device and failed placement.
