cycle-accurate throughput test (tests/throughput.rs); 1.0 until measured.
Unit: a ratio in 0.0..=1.0. It is the correction between the ideal
“one key per 68 cycles” and what the simulated engine sustains. While it
is 1.0 the planner reports ceilings, not measured rates.
