The fastest build that fits the budget, if any.
lut_percent is a percentage of LUT_CAP; mhz is the clock to rate
builds at (normally DESIGN_MHZ). Returns None when even the smallest
build does not fit. Among equally fast builds it prefers the one with
fewer LUTs, which leaves more room for timing closure.
