LUTs of the loader one lane needs when any of its T-tables are in URAM:
estimate. UltraRAM cannot be preloaded by the bitstream, so after
every reset an 8-bit counter walks the 256 entries and writes each table
(as crate::aes_table::SboxLoader does for URAM S-boxes); the lane
reports not-ready until it finishes. Not built for T-tables.
