Build the timetable for a BLAKE3 latency and a chain-end delay.

blake3_latency is the compression pipeline’s registered latency (PIPELINE_STAGES for the LUT lane). end_delay is the cycles from a chain’s issue until its end reaches the commitment packer (the chain engine’s latency plus wiring registers).

At compile time, if no collision-free placement exists (more than 68 ops).
