Lookup order of the fixed-base walk (see the module docs).
Radix-16 digits (39..54, 4 scans each) lead, so the multiplier starts
sooner, and are then spread among the radix-32 digits (8 scans each) so
scans and multiplies stay balanced. Found by searching orders with the
real scheduler (tools/hostmodel): 392 bundles, against 435 in digit
order. In fixed_base, positions alternate between its two chains;
verify_known_key runs the whole order as one chain.
