Response code for success (OKAY, 2 bits, value 0).
AXI reports the outcome of every write burst (on B) and every read beat
(on R) with a 2-bit code. Anything other than OKAY (for example
SLVERR = 2 or DECERR = 3) means the memory refused or failed the
access; the DSig masters compare against this constant and raise a sticky
error flag, because a frame that did not land in HBM cannot be counted.
